Sick Leave Cap:  S-2220 (Sarlo)/S-3392 (Lampitt, Albano, Casagrande, Moriarty) part of the Governor’s “toolkit” passed in the Assembly (78-0) and is now on the Governor’s desk.  While NJEA achieved a series of favorable amendments, we still oppose the bill.  The legislation would limit unused sick leave pay and vacation leave at $15,000 at the expiration of current contracts.  The bill was amended by NJEA in a number of areas, but most importantly would allow current members to keep all of their accumulated sick leave.

Limits Amount of Time Vacant Teaching Position Can be Filled By Substitute Teacher:  S-435 (Turner)/A-3217 (Caputo) passed in the Assembly (78-0) and is now on the Governor’s desk.  Supported by NJEA, this legislation would limit the number of days a vacant teaching position can be filled by a substitute teacher.  New Jersey Administrative Code limits the number of days a single substitute teacher can serve in the same position in one school district.  However, there is no provision to prevent districts from having a succession of substitutes in the same position. 

Limits Amount of Time Vacant Teaching Positions Can Be Filled in a Temporary Capacity:   S-2071 (Ruiz, Turner)/A-3218 (Caputo) passed in the Assembly (78-0) and is now on the Governor’s desk.  The bill, supported by NJEA, would limit the amount of time a vacant position could be filled by individuals holding a CE/CEAS or a standard certificate who were serving as substitutes.
