“Establishes Response to Intervention initiative in DOE to support and encourage school districts in implementation of Response to Intervention framework.”

NJEA is pleased to support S-2189 sponsored by Senator Ruiz.  This legislation would direct the Commissioner of Education to establish an initiative to support and encourage use of a Response to Intervention framework to promote the achievement of all students.

Response to Intervention is a process that helps schools to identify students who are struggling academically and behaviorally through a series of research-based interventions that would include certain elements that are recognized as core components of RTI models.  S-2189 would provide school districts with the guidance and information needed to implement an effective RTI program.  The initiative would also provide guidance on how to use RTI to identify students with specific learning disabilities in accordance with the Individuals with Disabilities Education Act (IDEA).

NJEA believes that all students can succeed.  It is our belief that proper training and guidance to implement a strong Response to Intervention framework will provide teachers with sound interventions that will allow all students to receive the academic and behavioral instruction they need to flourish.
